Some can walk on earth as humans and some cannot. The mermaids that are completely and totally mermaids are rarer and have all the political power. The "Half Mermaids" are against the mermaids and their plot to over throw the worlds greatest leaders. The half mermaids are working hard to protect the humans from their own kind.
Half Mermaids live mainly on land, as if generally preferred. Half mermaids will only transform when they are near where they were born. They can swim elsewhere while still staying part fish.
The full mermaids live in the underwater kingdom of Mareryantes. They are part of a rich culture of countless generations. Many even believe we evolved from them.
